First of all, let me correct a common misunderstanding. Budget decks= Less power. Sure, budget decks cannot top tournaments, however, they allow you to play Vanguard although you have a tight budget.
So, what is a budget deck? There can be two types of budget decks. One of them is an incomplete deck, which is not full built. The other is a deck which is non-meta and lacks some staples.
Then, here comes the question. Which is better? I personally do not have an answer for that. It depends on your preference, to depend on luck to draw the key card or to use a key card with less power but with more chance of drawing it.
